Tagboard Updates

The tagboard's recently been the target of unwanted spam messages, so we've taken action to minimize and hopefully prevent that from happening again. While we're at it some functionality changes have also been made, which should make it easier for everyone to use. 

Changes:

• Font size increased
• Entry form increased to three lines, with a 200 character limit
• Size of display column increased
• CAPTCHA form implemented. You should only need to key this in once, after which posting will be like it always was. Hopefully this will prevent bot spammers.
• Colour scheme adjusted
